Quantity, funding spent, at railway infrastructure standards, that no longer are optimal, regrettably is “cementing”. (Suboptimally, now “optimal maintenance”, is a costly mantra, etc.)
For proving equal, with other, timely modes, those robust (redundant and resilient), now, decisively, all bottlenecks of railways have to be outed.
The railway, that soundly and sustainably is worth funding, does, safely with margins, not just allow for current load and traffic, but for added load, etc.
